Florida Learners Permit Course
This 4-hour learner's permit course is required for all first time drivers before they can get their first Florida license (Class E learner permit). The START course fulfills the State's requirement for attendance of a Traffic Law Substance Abuse Education (TLSAE) program, also sometimes known as a drug and alcohol course.

The Florida drivers handbook contains all of the information you need to know to pass your Florida learners permit test, which is required for you to get your first Florida driver license. You must study the Florida drivers handbook carefully in order to pass the Class E exam (road rules and road signs test).
What Else Is in the Florida Drivers Handbook?
The Florida drivers handbook will teach you to identify street signs and pavement markings. You can also study the Florida drivers handbook to learn about intersection safety and licensing requirements. Other topics covered in the Florida drivers handbook include the financial responsibility law, what to do if you are in an accident, and the importance of wearing your safety belt.
NOTE: The Florida drivers handbook will not prepare you for your Florida drug and alcohol course. You must take a DMV approved Florida learners permit course (drug and alcohol course) before you can get your Florida learner permit.
Course Exceptions: You DON'T have to take a Florida drug and alcohol course if you have previously received a Florida license or a license from another state. However, if you had a drivers license in another country, the Florida learners permit course might be required before you can obtain your first Florida driver license. If you don't know if you need to take a Florida drug and alcohol course, consult your Florida driver license office.
